Why not just use matchmaking?
In-game matchmaking gives you whoever is online at that second. It cannot tell you that someone speaks your language, plays your role, is on your rank, or has an hour rather than ten minutes. A room does, because the person wrote it down before you clicked. For League of Legends that is the whole difference.
